Hi Eliza, they can lift off but must run on the surface to do so sl do most of the diving ducks. I think the short wings are a trade off for swimming ability. It seems the dabbling ducks have longer wings and can take off directly form the waters surface without having to run.
Very nice capture! The golden eye is certainly sharp and just an unusual catch. Very nice.
