nature has no boss 
They look like they’re wearing bicycle helmets. We also get white throated sparrows. Both are more interesting than the English sparrows.

Hi Jim, and I agree with you observation. Little bird cyclists and both this guy and the white throated do sing a much better tune than the common house sparrow.
